Good Faith Outreach Compliance

A.L. Consulting Group Inc. provides consulting and compliance services to ensure that companies are able to show a “good faith” effort in meeting their diversity requirements. It is critical that companies performing public work projects establish a consistent and comprehensive “good faith” effort practice as a proactive measure to prevent goal short-fall during pre-bid, award, and post award phases.

Clients have utilized our award-winning Good Faith Outreach Model as a powerful marketing tool to help win public work projects. The benefit of having an approved good faith effort outreach program is that companies significantly minimize their risk and exposure. Rather than having to defend a government allegation of criminal wrongdoing for attempting to falsely attain contract goals, companies will at most face a rejection of their good faith efforts.

In many of the recent, high-profile M/W/DBE cases, the violating contractor has incurred harsh sanctions as a result of applying improper practices whose ostensible purpose was a claim that a certain percentage goal had been met. D/M/WBE Compliance Monitoring Advisory

According to public contracting regulations, prime contractors are required to report to their Agency client monies paid from each monthly estimate to each DBE or M/WBE for the work performed in their certified areas (including, in the absence of payment, a report of zero monies paid).

A.L. Consulting Group offers payment reporting and tracking services which monitor payment reporting activity and track monthly payment made on 1st and 2nd tier levels. Payment tracking is continuous throughout a given project — since the prime contractor must report each DBE's actual payment (or the basis for a zero payment) until such time that the DBE has been 'finalized or closed out' for a project.

Our monitoring services ensure that only that portion of the payment associated with the performance of a commercially useful function by DBE's or M/WBE performing work in the area(s) for which they are certified gets reported.
